What is the Quality Rating & Improvement System?

QRIS is a voluntary quality rating and improvement system available to child care providers in Kalamazoo County. The QRIS uses licensing standards as a foundation and sets a continuum of five clearly defined levels of increasing quality. This continuous quality improvement program is based on a point system in which a program receives points for every quality benchmark it achieves. The QRIS program awards "star levels" based upon each child care environment's ability to meet specific quality standards. In this way, the QRIS gives credit to facilities for the quality practices already in place while providing a roadmap to increased quality.

Who qualifies to participate in this project?

This is a voluntary program. All licensed and registered child care programs are eligible to be evaluated as part of the project. During the first year, twenty child care providers/programs will be selected to participate in an intensive mentoring program that will provide support to programs striving for the four and five star quality level. The intent is to continually add to the program to include more provider services as funding is available.

Did you know? Children who attend quality, early care and education programs do better in school and have a better chance of having long-term academic success!

How does it work?

Any provider can complete the self assessment to be evaluated for the first three of five stars. This involves reviewing the elements of the child care program that are related to business practices and policies of operation within the program.

Any provider evaluated at a one, two or three star rating is eligible to apply to participate in the QRIS Mentoring program. Those who are selected to participate will receive an initial assessment utilizing the Program Quality Assessment (PQA), be matched with an early childhood specialist who will provide mentoring and coaching through the improvement process, and work to implement the program's unique quality improvement plan.
